The VSF Scholarship Program’s goal is to assist financially disadvantaged students from public high schools who are academically proficient but lack the resources to pursue a college education. The number of scholars gradually expanded over the years. Education accounts for 80% of VSF overall activity.

VICSAL FOUNDATION BENEFITS
- Full tuition and other school fees per semester
- Monthly allowance of PHP 2,500
- Book allowance of PHP 3,000 per semester
- Raduation-related expenditures reimbursed to scholar graduates up to PHP 2,000.00

- PSA / NSO Birth Certificate
- Grade 12 First Semester Report Card
- Certificate of Good Moral Character
- Parents / Guardian’s Income Tax Return OR Tax Exemption Certificate
- Applicant’s Barangay Clearance
- 2×2 Colored Picture

VICSAL FOUNDATION Qualification
- Must be a Cebuano public senior high school graduate or a graduating student.
- Requires a minimum overall average of 88% and no individual subject grade below 80%.
- The combined annual gross family income of the parents or guardians cannot be more than P300,000.
- must be morally upright and possess leadership abilities.
- must not have received any previous scholarships from public or private organisations.
